The heart is a modified brilliant with a cleft at the top and a point at the base, and it is the most technically demanding common shape to cut. What makes a heart shape succeed or fail?

Symmetry, entirely. The two lobes must match in width and height, the cleft between them must be sharp and centred, and the bottom point must sit directly beneath it. Asymmetry in a heart is more noticeable than in any other shape because the brain already knows what a heart should look like.

Does a heart work better as a pendant?

Often yes. A pendant is viewed straight on, which shows the shape at its best, and the size constraint is looser than on a finger. Hearts below about 0.75 carat in a ring can be hard to read as hearts at all.
